Pact opened its offices in Zambia in July 1998 to implement a USAID funded project aimed at strengthening the organizational and managerial capacities of selected Zambian NGOs working in the areas of health, democracy and governance. At that time, Pact Zambia was to work only with the Churches Medical Association of Zambia (CHAZ).

In 2001, Pact Zambia received funding to implement the Increased Public Debate (IPD) program whose purpose was to increase citizens' participation in public debate and to support the USAID's strategic objective to encourage democratic participation in political processes.

In November 2002 USAID amended Pact Zambia's Increased Public Debate Associate Award, adding a program component on parliamentary reform, through which Pact/Zambia provided support to achieve parliamentary reforms in Zambia and to increase parliament-civil society interaction for improved public debate. This project was extended to June 2007. A significant achievement was the establishment MP offices in all the 150 constituencies of Zambia.

The Anti-Corruption Initiative (ACI) started in 2003 as an add-on to the IPD project. ACI's goal was to enhance the oversight roles of Parliament, the Auditor General's Office and civil society. In 2004 Pact Zambia received additional funding from USAID Zambia under the Accountability through Watchdog Institutions (AWATCH) program.

In 2004, USAID Zambia provided additional funding for HIV/AIDS to support local institutions seeking to address HIV/AIDS from multisectoral perspectives through the Zambia Learning Initiative (ZHLI) project. Pact Zambia is also implementing a PEPFAR initiative, Youth and Children with Health Options Involving Community Engagement Strategies (Y-CHOICES). The Y-CHOICES program provides youth, their families and communities with behavioral change messages and improved information, services and skills supportive of lifestyle choices.
