Evan Bloom
Vice President for Capacity Building
Director of Pact’s Capacity Building Services Group (CBSG)
Evan has worked in the field of international development and community development for twenty five years. During that time, Evan has held numerous leadership positions, including coordinator of the International Rescue Committee’s 19 million-dollar NGO strengthening program in Peshawar, Pakistan. He is co-developer of one of the most widely disseminated and practiced organizational capacity assessment methodologies currently in use today. Evan has undertaken numerous assignments abroad in more than twenty-five countries and has acted as consultant to a diverse array of U.S. PVOs, Southern NGOs, the Peace Corps, the United States Agency for International Development, Ford Foundation, and Fortune 500 Corporations including Dow Jones and Time, Inc.

Claudia Liebler
Director of Participatory Training
Claudia is one of few professionals specializing in positive approaches to change. Working in 30 countries, and across multiple sectors, Claudia has advised USAID Missions, representatives of foreign ministries, bi-lateral bodies, and global and national NGOs on organizational strengthening, network building, multi-sectoral initiatives, partnership development and strategies to build collaboration and coordination. Claudia facilitates the mobilization of vibrant networks, helps organizations create their futures and maximize their impact in the world, and assists communities discover their assets and build a common agenda among diverse stakeholders. Claudia also works as a part-time professor at American University in Washington D.C. and the Monterey Institute of International Studies in California. Her published works include: Positive Approaches to Peacebuilding; NGO Networks: Building Capacity in a Changing World; and Making Interdisciplinary Teams Work; A Guide for Team Leaders and Technical Assistance Managers.

Guillermo Rivero
Financial Services Manager
Guillermo G. Rivero Figueroa is an Economist, holds an MBA, and has a specialization in Project Management. He has more than 14 years of managerial and consulting experience working with non-profit organizations and companies in Latin America and Africa. His areas of concentration are Organizational Development, Financial Management, Strategic Management, Financial Sustainability, and Performance Evaluation. He has co-authored several publications and acts as a lecturer at universities and public forums.

Amy Sunseri
Technical Officer
Amy's core duties include developing and delivering technical assistance and training, and researching and documenting innovative methodologies in capacity building. Recent projects have included the development of a toolkit for Linking Relief, Rehabilitation, and Development for application in tsunami-affected regions of India, Indonesia, and Sri Lanka, and facilitating a participatory capacity diagnostics process with local NGOs in Namibia. Before joining Pact, Amy worked with UNIFEM in Mexico, the National Institute for Social Development, the Education Development Center, and Stanford University. Ms. Sunseri is fluent in Italian and conversant in Spanish.

Matt Reeves
Technical Officer
Matt is a lead technical consultant on Pact CBSGs Zambian HIV/AIDS Learning Initiative, an incubator for promising capacity building and networking methodologies. Matt worked as a teacher before joining the non-profit field, in which he has over five years of experience working with international development and human service organizations. Employing a combination of participatory approaches and advanced technologies, he has conducted organizational capacity building, technical assistance, research, evaluation and training with local organizations and NGO networks in Zambia, Malawi, Namibia, Ecuador, Bolivia and India.

Aaron Leonard
Technical Officer
Aaron's work focuses heavily on networks, strategy formulation, and applications for new technologies. Most recently, he has been using prediction markets as a vetting mechanism for discovering promising tools and methodologies currently employed by the development community. Aaron has over five years of consulting experience in both the public and private sector. He speaks both Spanish and Japanese.

Abra Pollock
Communications Officer
Through the use of blogging, Web 2.0 applications, and interactive reports, Abra facilitates internal and external communications for the CBSG team. She also provides general support to team operations, which includes assisting with training workshops and processing organizational capacity assessments. Prior to coming to Pact, Abra worked as a reporter for Inter Press Service, an international news agency that serves the developing world, and as a facilitator/trainer in the nonprofit sector. She is fluent in French and conversant in Spanish and Hebrew.
