Greater Mekong Delta Region HIV/AIDS ProgramDuration: 2007-2012 Donor: United States Agency for International Development Pact’s Community REACH program in the Greater Mekong Region (GMR) focuses on HIV prevention among most-at-risk populations and income generation for people living with HIV and AIDS. Based in Bangkok, the program currently works in Burma, southern China, Laos, and Thailand. Pact’s approach combines grants management, capacity building, income generation, and documentation of effective models and methodologies for prevention and care, in support of a coordinated and effective USG response to HIV/AIDS in the region, focusing most strongly on HIV prevention among MSM and SW while also providing care and support to PLHA. The key components of the program are: HIV and STI prevention among men who have sex with men (MSM). Through subgrants from Pact, the Burnet Institute in Laos and Mplus, PSI, and RSAT in Thailand are engaged in outreach, peer education, drop-in center services, behavior change communication, voluntary counseling and testing, condom distribution, and provision of or referrals for STI and ART services, focusing on MSM. HIV and STI prevention for male and female sex workers. Mplus, PSI, and SWING in Thailand are engaged in outreach, peer education, drop-in center services, behavior change communication, voluntary counseling and testing, condom distribution, and provision of or referrals for STI and ART services, focusing on male, female, and transgender sex workers. HIV prevention for injecting drug users (IDU) and prisoners. Alden House in Thailand is engaged in peer education, behavior change communication, life skills training, counseling, referrals for STI and ART services, and a comprehensive program of residential services, focusing on IDU and prisoners. Income generation for people living with HIV and AIDS. Pact in Burma and China and local partner PDA in Thailand are developing income generation models for improving the quality of life of people living with HIV and AIDS. Stigma and discrimination reduction. Pact in Burma and Alden House, PDA, and SWING in Thailand are using community mobilization, public awareness, rights education, advocacy, and networking initiatives to reduce stigma and discrimination against MARP and PLHA at the individual, family, and community levels.
