Adult HIV prevalence is low but slowly rising in Vietnam. According to the most recent Ministry of Health estimates, prevalence is now approximately 0.51%, up from 0.44% in 2003. National figures mask significant variation among Vietnam's provinces, and between rural and urban areas. Vietnam has seen a rapid increase in HIV prevalence among injecting drug users (IDUs) and, to a lesser extent, among sex workers and their clients. While the epidemic remains relatively concentrated among most-at-risk populations, HIV is becoming more prevalent in the general population. With concerted effort and coordination of resources, there are prospects for preventing a generalized epidemic, and for bringing about significant improvements in the survival and quality of life of people living with HIV (PLHIV).

Pact's Community REACH Vietnam Program contributes to enhancements in the scale, quality and effectiveness of the civil society response to HIV/AIDS in Vietnam, through support of comprehensive prevention, care, support and treatment interventions, and through the creation of a supportive social and policy environment. Specifically, Pact's program provides an effective and transparent grant award and administration system for the provision of responsive, fast-track grant-making assistance to 14 civil society organizations responding to the United States President's Emergency Plan for AID Relief (PEPFAR) in 11 high-burden provinces. The program includes projects focused on reaching young people and at-risk populations with prevention knowledge and behavior change messages, on increasing access and quality of HIV counseling and testing, support to children infected with and affected by HIV, on training Vietnamese policymakers on developing a multi-sectoral response to AIDS, and on addressing stigma and discrimination of People Living with HIV/AIDS at both the policy and community levels. Community REACH also provides HIV/AIDS program implementers with high quality technical expertise to assist in achieving and effectively reporting results and ensures effective coordination and communication with USAID, the Government of Vietnam, and other stakeholders engaged in the national HIV/AIDS response.
