Pact started its activities in Brazil on 1997 to implement projects related to corporate social responsibility through partnerships with two large national companies. In 2003 USAID/Brazil signed an associate award under the Community REACH program with Pact to implement a prevention-based HIV/AIDS grants program. A second associate award was signed in the same year to conduct condom social marketing (CSM) activities to increase correct and consistent condom use among vulnerable groups. While these HIV/AIDS projects were terminated early due the government of Brazil's refusal to accept the US government's policy on prostitution, the project achieved significant results, including reaching over 1 million people with some 27,000 prevention activities in 121 cities in the south and southeast regions of Brazil. In addition 3.5 million condoms were distributed, 4.3 million condoms sold, and 338 new condom sales points opened.

Pact Brasil's mission is to contribute to social development and reduction of the population's vulnerabilities, by strengthening civil society and establishing networks for interaction and partnerships. Its priority strategy is to provide technical, financial and operational support to NGOs and their networks so that they can carry out their missions.
