The Republic of Madagascar, governed by its 1992 constitution, was a French colony between 1886-1960. Largely an agricultural economy, it has faced decline in growth due to antigovernment strikes and demonstrations and a decline in world coffee prices. A study released in 2000 declared Antananarivo as the second most polluted city in the world after Mexico City. With 70% of its population below the poverty line, Madagascar continues to combat problems of chronic malnutrition and inadequate health services resulting in stunted growth of 48% of the children, poor education facilities with 35% of the children not reaching fifth grade, and severe ecological damage that endangers several indigenous species of flora and fauna. Madagascar depends heavily on foreign assistance from the European Union for future growth.
