National Integrity System Country StudiesName: A Scoring System for Transparency International's National Integrity System Country Studies Despite global efforts to combat corruption, it is a daily practice in many countries to pay bribes for transportation of goods, a new permit, traffic violations, a high school diploma, concessions, contracts etc. Such practices threaten development and prosperity, depriving people of social and economic growth and political stability. Transparency International (TI) has developed a powerful tool to measure effectiveness of fight against corruption. The system, widely known as the National Integrity System Country Studies, provides a benchmark for anticorruption efforts in a country and facilitates formulation of targeted and effective national anticorruption strategies with input of nongovernmental and other stakeholders. Pact is assisting TI in designing a quantitative diagnostic tool and scoring system for its National Integrity System that can be implemented by TI and its partners in any country around the world. This scoring system will produce quantitative indicators to measure a country's progress in anticorruption efforts and to improve the ability to monitor and evaluate results over time. The scoring system will be simple, usable for action, relevant, repeatable, balanced between objective and subjective data, sensitive to cultural differences, with minimal need for financial, technical and human resources, allows for wide participation, and complement other TI tools.
