June 1990 - February 2000

In 1990 Pact initiated a program in Vietnam to strengthen the management capacities of government-sponsored institutions, mass organizations, and newly emerging social organizations. The initiative was comprised of three phases. Phase one supported a study tour of U.S. nonprofits for the director of the Vietnam People's Aid Coordinating Committee and promoted a dialogue between young Vietnamese-American professionals and their Vietnamese counterparts. The second phase focused on building a close relationship with the leaders of government-sponsored organizations, governmental ministries and Vietnam?s political leaders through sponsorship of the Vietnam Youth Federation, a mass organization representing over eight million Vietnamese youth between the ages of 15 and 30.

Phase three of the initiative incorporated a series of training and technical assistance measures, strategic action grants and organizational needs assessments for mass organizations and newly emerging organizations. At the same time, Pact continued to assist local and community-based organizations, focusing on the needs of orphans and street children, natural resource management and micro-enterprise development initiatives. Results

  • Organized annual dialogues between Vietnamese-American professionals and their Vietnamese counterparts to formulate joint projects in medicine and public health, environmental protection, education for the disadvantaged, and small enterprise development. Over 50 Vietnamese professionals have participated in the dialogues since 1993.
  • Placed 11 Vietnamese-American professionals in Vietnamese public institutions and agencies to assist in rebuilding the human resource base in business, finance, health and education.
  • Cosponsored Voluntary Teachers for Environmental Conservation in buffer zones around national parks.
  • Began Volunteer Teachers for Environment Conservation (VTEC) project with VNYF to foster community participation in conservation and natural resource management in the buffer zone in Dong Nai province.
  • Built two literacy classrooms for 72 children and 14 orphans and handicapped children, adding over 50 % capacity; counseling services were provided to parents parents of these children.
  • Supported over 298 adults in attending literacy classes.
  • Helped organize corporate philanthropy conference in Ho Chi Minh City that included presentation by the Prince of Wales Business Leaders Forum on partnerships between corporations, government and NGOs.
