The Regional Learning Program (PAR) is a regional initiative supported by DFID that seeks to improve the impact of local government on poverty reduction in Latin America through knowledge management and strengthening regional learning mechanisms. The goals of this project were to 1) improve the capacity of local institutions and governments to design and implement specific programs and policies linked to poverty reduction and the achievement of the Millennium Development Goals (MDGs); 2) strengthen regional learning and information exchange mechanisms to improve the role of local governments in poverty reduction; and 3) facilitate collaboration and input of the local governments with the international donor community.

Pact developed nine case studies from five different countries in the region documenting local government initiatives targeting poverty reduction and the achievement of MDGs. The case studies included documentation of the collaborative process used in developing indicators for local/municipal government transparency, using the Good Governance Barometer. The case studies also presented several recommendations to strengthen Regional Learning.
