Pact provides capacity building technical assistance and management services to other international donor organizations, which have included Swedish SIDA; the Dutch organization, ICCO; and the Asian Disaster Preparedness Committee.
Interim results
- Trained 12 NGO partners in the DISCUSS methodology to facilitate village level discussions on local issues and concerns; the information will be used to guide candidate debates in local districts leading up to the national elections. The total number of discussions will ultimately reach over 2500 villagers throughout the country. This is the first time that the needs of villagers will have been taken into consideration into the parliamentary election campaign debates.
- Trained Japanese Rural Development project staff in livelihood analysis to determine needs and appropriate interventions. The analysis was carried out in two districts and the results integrated into their strategic plan, which will determine the future direction of the project.
- Published Advocacy Handbook: A Practical Guide for Increasing Democracy. The handbook covers managing and evaluating advocacy campaigns by civil society organizations. It is available in English and Khmer.
- Rural Development Project (RDP)
The program team of Pact completed the NGO Formation Training for RDP, including the development of an action plan that defines the process for localizing JICA's largest rural development project in Cambodia.
- Coalition against the Sexual Exploitation of Children in Cambodia (COSECAM)
Pact co-facilitated an advocacy training program for 20 members of COSECAM with BBO-a Netherlands law and advocacy consulting firm. By the end of the training the COSECAM members had developed advocacy strategies.
