Support Which Implements Fast Transition II (SWIFT II IQC)October 2003-September 2008 USAID's Office of Transition Initiatives (OTI) responds to countries experiencing a significant and sometimes rapid political transition, which may or may not be accompanied by a social and/or economic crisis. A political transition may occur as a result of military intervention, like in Kosovo or Haiti; a change in presidency, like in Indonesia or Nigeria, or a peace agreement, like in Guatemala or Mindanao, Philippines. OTI operates on the premise that fast, flexible, targeted, catalytic and overt political transition assistance can aid countries in moving away from crisis or other "at risk" situations to stability. OTI initial responses and set-up are rapid, operations decentralized and streamlined, and programs brief-normally two to three years. Therefore, time is always of the essence in each phase of the program: deployment, operations set-up/grant making and close-out. With this OTI must have the ability to change, reorient or otherwise refocus its programs and/or respond to new crises in the country or region. The purpose of the SWIFT II IQC is to enhance OTI's quick-response capacity and field management and readiness to serve OTI in designated countries worldwide. Pact's approachAs a member of a consortium headed by PADCO, Pact's approach is to provide grants management for OTI-supported programs.
